The application window is the real deadline
Prozorro.Sale auctions are decided by bidding, but you only get to bid if you registered in time. Between publication and the application deadline you need to read the documentation, possibly inspect the asset, choose an accredited e-platform (майданчик), register, and get the guarantee fee transferred. Bank transfers do not happen in a minute.
